About Zero-Emission Bus

In accordance with our Strategic Plan, which calls for embracing new mobility technologies and reductions in emissions, SEPTA is committed to transitioning away from diesel-powered buses. The Zero-Emission Bus Playbook is an opportunity to create a forward-looking strategy to benefit the communities of the Southeastern Pennsylvania region.

About the Project

The ZEB Playbook outlines the required steps and investments to shift the current bus fleet to an all-ZEB fleet. 

The analysis examines the feasibility of procuring Zero Emissions Buses (BEB, FCEB and/or trackless trolleys) as a replacement for diesel-electric hybrid buses. The Playbook evaluates the scope and cost of necessary infrastructure updates associated with SEPTA’s transition to an all-ZEB fleet and order of magnitude cost estimates for each technology.

The final zero-emission bus fleet could include a combination of battery electric buses (BEBs) and fuel cell electric buses (FCEBs) depending on service needs and facility constraints. After extensive research and consideration, it has been determined that trackless trolleys are a cost-prohibitive ZEB option as noted in the “Analysis” section.

Phase 1: Evaluate Battery Electric Bus Technology

Battery electric buses are charged at fixed locations with powerful electric chargers that can be installed at SEPTA depots or locations where buses have layover periods.

Phase 2: Evaluate Fuel Cell Electric Bus and Trackless Trolley Technology

Fuel cell electric buses have batteries that are powered by electricity derived from hydrogen fuel cells. Hydrogen fuel to power the buses would be stored at SEPTA depots.


SEPTA’s plan for a transition to all ZEBs is presented as a “playbook” to convey that the transition is an evolving process, and implementation decisions will continue to be refined over time. The playbook 2.0 includes potential for FCEBs, and Trackless Trolley Technology. Research and analysis on cost, storage, and infrastructure needs are discussed in this Playbook. SEPTA will continue to explore options to transition to ZEBs. This site will be updated as new analysis and feasibility reports are completed.
