This is a plan for people, not trains.
This is about changing the system to better serve the needs of everyone, not just 9-to-5 commuters to Center City. Reimagining Regional Rail is working towards a vision of what that looks like and will identify the infrastructure, equipment, operations, and policies needed to get there. We are excited to co-create short-term steps to achieve our collective long-term vision for Regional Rail.

We want to make Regional Rail useful for more people.
Last fall, we heard from over 5,000 people in our first phase of outreach and learned why people use Regional Rail and why they don’t.
Our three project goals aim to address these concerns:
We will do this by:
- Connecting both traditional and non-traditional users with where they want to go, when they want to get there
- Making Regional Rail more affordable and more useful for lower-income people
- Operating service so it offers travel times that are competitive with driving
We will do this by:
- Increasing the usability of the whole SEPTA System by integrating Regional Rail lines with each other, bus, and rail transit
- Increasing the number of people who can safely walk and bike to stations
- Going beyond minimum accessibility requirements to make the system easy to use for everyone
We will do this by:
- Improving service reliability
- Making service easy to understand and minimizing duplicative rail service between service providers
- Offering frequent service where demand justifies it
